Should I be using/reacting to information I can see in any EM-COP Incident Room?

No - you should think of EM-COP as walking into an Incident Control Centre; seeing a whiteboard with notes on it without knowing what it is or if it is approved for release.

The only room you should monitor for situational awareness is the Incident Map room as this contains official incident information that has approved by the Incident Controller.

Incident Rooms are used by Incident Management Team personnel to collaborate and for planning purposes.  You should always check with responsible functional officer before copying or modifying information in any room.
