How do I upgrade/downgrade a notification?

The upgrade and downgrade templates that existed within the Fire OSOM have been replaced with drag and drop statements. 

It will still be relevant for anyone issuing a notification (regardless of hazard) to consider how to improve community and emergency broadcaster understanding of a changing situation and to reduce confusion that can occur when multiple warnings have been issued for the same event or events in a similar area.

Drag and drop statements will include prompts for sentences that can be used to explain an escalating (or de-escalating) situation, where multiple hazards are occurring in close proximity, or where an incident might be long running.
